Hey im 13 and am wondering if a 13 year old going on 14 in a couple months can become a CGC when there is no CGC of that game

Unfortunately not. All clan officer positions are only populated with persons who fall under "core member" status with BBF. One of the requirements for obtaining core membership is having surpassed your 16th birthday.

Although you wouldn't be able to hold an official officer position, there are always ways to help out. Game Commanders have the authority to delegate additional responsibilities out to members who show the initiative to want to assist with the game. When the game gets closer to launch and a GC is assigned you can always check with that person to see how you can help out. :)
