I remember people having issues with ts3 on win7 but once again never happened to me on win 7 or 8. Not sure why that happens

The easy fix is run as admin but seeing as you have tried that try right clicking on the TS thing on your desktop and go to properties then go to Compatibility and try either running it as a older windows or click the run as admin button there.
