This is certainly a good step. Although if it does come down to a driver related issue, you will probably need to grab the drivers from the manufacturer's website, as Windows will likely think you're drivers are up to date when they aren't. Let us know what you find about ctrl+alt+del working/not working in a normal running environment with no programs open.

I updated and it said it was up to date and I tried pressing CTR+ALT+Delete while my PC was idle, still nothing.
This is was my keyboard looks like.

Interesting key layout. Looks like your delete key is on the right side num pad. Make sure num lock is turned off (should be a light somewhere on the keyboard indicating whether it's on or off). Since the delete key is part of the number pad, the key won't physically work unless num lock is toggled.

Judging by the picture, it looks like you either have a Steelseries Merc or a Steelseries Merc Stealth. Find out which one it is, and then navigate to the site below, scroll down to the keyboards section, and select the latest version of the drivers that match your keyboard. If you need help with the driver installation process then let us know.

Yeah I did what you said and selected the download from reign US/Canada and when the download began I noticed everything was in Spanish, and I couldn't find anything options to switch the language.
I'm a Steelseries merc stealth.

Yup my Num Lock was on, just had to turn it off.
Thought i had already done that, apparently i didn't.
