If you are not sure what you have in your PC this link will help www.systemrequirementslab.com/cyri . Just look up Grand Theft Auto V and it will tell you if your system can run them game or not.

Release date was pushed back apparently to "give them a little more time to make sure the players experience is enjoyable."

No matter what they say GTA V is still gonna have bugs in it though.

Rockstar also said, and i quote, "promised" that heists would be released sometime in the spring of 2014. Heists have yet to be released. Let's so how many times it will get pushed back and how rough the launch will be.
