I think i found a happy medium to allow everyone access to making shops.

No, The results do matter and everyone has a say.

I would prefer all shops be in the same area and the way the shop world is set up doesn't really work well by allowing guest to build their.

There are a lot of new changes and i think i have found a reasonable way to allow everyone access to creating shops however it may take some time for all of these changes to be completed.

Edited to make things much simpler
