Although even if you did roll an Ap value like that, you would be incredibly squishy and have to ration your health and mana very conservatively. And Ap carries don't usually go bottom with the support anyways.

Tldr: Not sure if Viable.

Nobody said it was, but lane phase wise if you went mid with Galio, the likely hood of you starting against another AP is high, and Galio's passive gives him AP for owning Magic Resist, so just stack magic resist/health items for lane phase, then transition them into better items into late game for a strong early game with super AP. Makes it kind of viable, but not likely the best for a full length game.
