cassiopeias slow buff through rylais was created by [BBF]SmokedCayenne

a longass time ago cass got a nerf in lieu with rylais in that twin fang only applied a 15% slow to hits cuz a 35% slow would be broken as all hell. but the new patch reversed it and gave her a 35% slow on twin fang when rylais was built.

Cassio's E was treated as an AOE spell for the purpose of rylai's scepter slow and spellvamp, but they changed it back.

Basically because Cassio was not in a very good place at the moment (too may assassins being run on mid) and this was hindering her game a lot
